It could be that he has seeing his reflection and reacting to it, fish aren't clever enough to realise that their reflection is actually them, they think it's another fish and sometimes shows some aggression, or try to communicate, this could be what the vibrating is.

if its tail shaking, like fanning; that sounds like aggression but i would monitor him all the same.

Sometimes oscars do that shaking thing, nothing to worry about

when you say your water quality is a bit low but can be considered normal, what exactly do you mean. Can you test your water for ammonia, nitrite and nitrate and post the results please
I can't get no sleep

If it's the tail vibrating you really shouldn't worry too much, it's a normal behavior. That being said...

Reading your posts I am a bit concerned about water quality issues. Do you have access to testing kits for the water? It's really a good idea that you have the option of doing water readings and testing for nitrates, nitrite, ammonia, etc.

Also,
Do you use tap water for your water changes? Do you condition the water?
What type of filter do you have now?
what size tank do you have the oscar in?
How often and how much do you do water changes usually? (It sounds like you might only be doing water changes when there looks to be something wrong--bear in mind water changes should be done on a regular schedule, regardless. Size and frequency of the changes depends on tank size and fish stock, so once we get that info we can give you some advice in regards to that).
