The oscar thats floating at the surface does sound like swim bladder infection. if there is anyway you can post a short video without delay we could confirm that better. if not go ahead and treat, as with swim bladder infection a 50/50 survival rate is about right.

Swim bladder problems are caused by bacterial and viral infections, or hereditary problems. The swim bladder helps the fish to control its buoyancy, allowing it to maintain its position in the water. Internal bacterial infections can affect its function, making it difficult for fish to maintain position. Fancy goldfish with their short body form are particularly prone to this problem.
Treatment for Swim Bladder Problems
Raising the temperature to 27°C (80°F), adding aquarium salt to a level of 0.5% (5 gm per litre), and using a treatment such as Interpet's Swim Bladder Treatment No.13 is recommended. You should also feed sparingly.
the other fish thats rubbing against objects could have a few possibles.
white spot (very likely)
slime
parasites
fungus.
you need to take a very close look at the fish to see if you can spot any very small spots or parasite on the fish.look for salt size white spots etc.
now these 2 fish have 2 very different problems. that means one things certain. poor water quality. you need to test your water and post the results. please read this helpful link by ofl about water testing.

the 2 fish are going to need different treatment so can't really be treated in the same tank. and there is no point treating any fish until you get to the bottom of the problem. I would certainly make some water change, and you need to consider your schedule for the future as to how you maintain the tank. hope this has been of help.
