you are correct, there are just being Oscars. sure, shoveling gravel and moving things around is something Oscars do , they are just locating a spot to lay eggs. I think your Oscars are too young to breed, however, I have found that Oscars will start acting out this time of behavior a long time before they ever start laying eggs. Whether this is something they only do during captivity is very difficult to say. In the wild, they will have vast amounts of water at their disposal, in captivity, they're lucky if they've got a few feet.
