welcome to OFL
The first thing you need to do is test your water for ammonia, nitrites, nitrates and pH. One of the signs of toxins in the water is when the fish are very skittish and dart around the tank banking themselves up against things.
If you haven't got a test kit, you need to get one as soon as possible. In the meantime, do a 30% water change making sure you use a conditioner. If the fish stops doing it after the water change, that may indicate that you did have toxins present.

I'm a little confused, what tank is he in at the moment? when say the water is fine, what exactly are the readings? it is very important that we know. Sometimes people think that 0.3 ammonia is okay when it's not

okay, what about the ammonia? the other thing that is a little dubious is your nitrate reading is 0. It's virtually impossible to keep the nitrate level at zero. How big is the tank, and what filtration have you got? Also, what test kits are you using?

Your 75 gallon tank is not going to be cycled if it has only been set up for two weeks. Has it had any fish in there in the last two weeks, not including the Oscar you have already put in?
