i found him kinda lifeless in the plants. i hope hes just asleep. anyone else have this problem?

ok its alot more worse.

he seems to be losing scales towards the back.. he also has small bubbles around his body. he is hanging near the aerator so that could be the cause of his bubbles.

Etwee:
How long has this Oscar being in that particular tank? Your water parameters are fine. However, what's the pH? Do you have CO2 injection in that tank?

They can lay down, tilted, when experiencing high levels of stress OR when seriously ill.

I wouldn't worry too much for superficial injuries at this point. I would pay attention to feeding, and if eating, feed sparingly, keeping water parameters in check... in order to do that properly, I suggest you put this fish in a quarantine tank, lower the water level a bit to simulate shallow water, keep lights out, provide good water surface agitation, and bring temp close to 28C.

I once thought my Oscar had tiny bubbles all around him. Came to find out that it was Ick. And he too would lay tilted and lifeless..

Are you absolutely sure you have done the tests correctly? Is your fish breathing heavily at all? Now, because your fish is losing scales, this could well be down to either a bacterial, or a parasitic infestation of the skin.Is there any sliminess of the skin, or anything that looks like it's growing? Is it possible to get a photograph?

and he was

Not sure if it is Ick . I wouldn't describe ick as looking like bubbles, more like tiny grains of salt. But we have to also look at the issue that the fish is losing scales. A photograph is pretty essential

he also has a white kinda stringy thing extruding from his head, just above his eye. looks about 1 mm long.

ill try get a photograph soon, and yeh the tests were fine.

I have not experience anything like that.
if it is a parasite, I am very sure your fish
will shrugged off violently to dislodge them.
Does it taking any food? if it does, then it will
survived.

sounds like skin flukes. treatments for parasites will clear them if so. you may notice your fish loose colour and start to become feeble.
