Having a sump filter is going to make no difference to your nitrate levels. Nitrate is a byproduct of ammonia and nitrite. A sump filter is one of the most efficient filtration systems you can have because of the amount of media you can pack into it, plus you can add extra water to your system. So if you've got a top-notch biological filter, you're not going to have any ammonia or nitrite present, but you will have nitrate which is normally removed/reduced by water changes.
My advice to anyone who doesn't want to be constantly carrying out maintenance is to get a large aquarium and don't overstock. Also get plenty of filtration so you are not having to clean the filters all the time. If you do this, the chances are all you will need to do is a water change a quick vacuum once a week, the rest of the time you can just enjoy your fish.
