my tiger oscar appears to be, for lack of a better word, dumb....

when watching the fish in the tank there is no aggression or anything like that but he appears to get very excitable and bangs into things, he banged into one of the logs this morning when i put the lights on and had a small cut on his head, just appears that the top layer of skin has come off abit, is this likely to just heal itself and not cause too much damage??

The first thing to do is check your water for ammonia and nitrite. Fish can sometimes have mad moments and dart around the tank if toxins are present.

If your water is okay and you can't find anything amiss in the tank, then you're just have to accept that your Oscar will do this on occasions. If this is the case then I would try and remove any sharp objects, like large rocks or anything that the Oscar can damage itself on.

sometimes fish panic when you turn on the light. can it be a simple as that or he bangs into things when the light has been on for a while?

unless it banged against object when you open the light, perhaps it was shock for sudden brightness, otherwise, please check water as OFL had suggested. sometimes fish dart away or spalsh several times when they are trying to shake something, either irritation or bad water.
8 out of 10 instances, positive to bad water condition.

to aleviate the sudden shock from dark to light i use my moonlights on a timmer. they come on 1/2 hour before the main tank lights and then for 1 hour after the main lights go off.

you might try something like this provided its the shock of the lights comming on and not a water problem in your tank.
Warning..I will offend you at some point!!!
