This is my first oscar and i noticed the bumps on the side he is really camera shy and it was a pain to get this picture and help is great full. I circled the area in question.

it is hard to tell. the picture is blurred and can not give
good detail of the problem. if you can see some small spot
on the other parts of the body, then it would probably HITH.
if none, then may be, they are just an injury.

Regardless, i would advise checking your water parameters and doing water changes accordingly.
