If the any of the electrical equipment was faulty it would more than likely blow the fuse. I am only guessing but i presume you may have 2 items of electrical equipment in your tank an internal filter and a heater so if you have a problem it can only be one of those. I have never heard of an internal filter causing a problem so if you do have one it is more than likely going to be with the heater. it will not leak an electrical current straight into the water as this would cause a power failure and your Oscars would already be dead. I have known heaters to give out a small electrical current which can affect the later line that fish have. I had two pairs of breeding discus which appeared to "go mad" when i had this problem. Before i could diagnose the problem they were dead. So i9 would recommend that you remove the heater and replace it. and if you still have a problem just turn off any electrical items one by one to eradicate the problem.

You can check for electrical current in the water with a digital multi meter. Set the meter to the type of current you want to test ie DC or AC volts, ground (earth) one of the probes and place the other in the water there should be no reading on the meter. If you get a reading unplug each electrical device in turn to determine which one is creating the problem.
