anastasia isnt eating or really moving she just kind of lays behind the plants and is very skittish I just got her yesterday could she have a health problem

The first thing you need to do when your Oscar shows any sign of ill health, or changes behaviour is a water test. So test for ammonia, nitrite, nitrate and pH. Once you've done this, give us the results and we can go from there.

One last question, is the fish breathing heavily at all?

no shes not breathing heavy shes just hiding the levels are still out of whack i did a 25% water change and the levels are
phosphate .5
ph 7.0
ammonia .25
nitrate 5.0
nitrite 0

I think your fish is very distressed because your water conditions are terrible. In fact, if you don't take immediate action, you are going to lose your fish. Ammonia is too high, nitrate is through the roof and your nitrate is zero because I suspect your tank isn't cycled at all. You need to take immediate action at the moment to try and relieve the fish of the poisoning that it is being exposed to. If you can, get yourself some prime, this will detoxify nitrite and ammonia. You need to carry out a large water change, at least 50%. Please do the water tests again and follow the instructions on the bottles. Make sure you swill the vials and lids out properly in the existing tank water. When you do the nitrate test, also read the instructions properly. Most of the tests require that you shake the second vuial and bottles for a certain amount of time, failure to do this will often results in falls reading.

should I move her to the 10gl already cycled tank until the 20gl is cycled

If your 10 gallon tank is cycled, then definitely move her, leaving her in that kind of environment will not do her health any good whatsoever. Just keep a close eye on the water. The biggest is the Oscar by the way?

Okay, too big for a 10 gallon tank but better that than being in an uncyled 20 gallon tank. Are you planning on upgrading to a larger tank soon? Oscars to need a fairly large tanks because of the amount of waste they produce and the size they reach.

Of course you are, sorry bit slow. For the time being, you are going to have to do a water test every other day and do water changes accordingly. I would also suggest that you feed your fish every other day. Since this is the only place that the fish can live for the time being, you have to do your utmost to reduce the amount of waste going into the water. So, the less it eats, the less it craps. Do not think that your fish needs to eat every day, it doesn't, it will be perfectly okay feeding every other day. I would also recommend you get some stress zyme, from my experience, this really does help. If you've got any other fish, do not put them in with your Oscar in either tank. Prime is also handy to have available. If for some reason, you get an ammonia, or nitrite spite, this can help protect the fish against dangerous toxins.

she seems much better already in the 10gl i kept her tank mate guppy in the 10gl with her she seems to adore him there actually playing so i would rather not take tyson out if possible the tank readings for that tank are

I'm not surprise she feels better, those readings are much better. The only thing that worries me slightly is the nitrate reading, it is virtually impossible to maintain a nitrate reading of zero. When was the last time you did a water change on the small tank? What manufacturer of nitrate test are you using?
