Hi, there!
I've seen the lutino Oscars to grow a bit slower than reds and tigers.

I also noticed that they often stay a bit smaller.
Never saw a true albino in real life, over here there considered very rare.
Yours seems to have no colour except white and has the red eyes, so I would say it's an albino alright, but I'm willing to be corrected.
But I suppose you mean he grows slower than the other white ones?
It may be just the competition for the food.
Sometimes adding livefoods to the diet like mealworms or earthworms may help to gain some extra weight to your fish, compared to only feeding pellets.
What do you feed them?
Does he have a healthy appetite?
If he has, than i wouldn't worry to much.

i compared his growth with my tiger and pink oscars.
i feed them with shirmp and pellets.
my albino is very active and takes good food.
all others (tiger and pink)i got with him are 6"now.

I had a green sunfish once that I fed pellets, and it just wouldn't grow.
Than somebody adviced adding mealworms to the menu, and boy , did he get big fast after that!
It might be that albinos grow slower in general , but i got no expierience here.

Try larger WC more often.
Fish excrete "stunt growth hormone" that prevent their Opposition to Grow larger than them. The problem is that every fish in your tank will release the hormone and that will inhibit growth(for some more than others)

When you get a group of oscars together its not unusual for them to grow at different rates. The good thing is that you oscar is growing so i wouldnt worry
