I've seen the lutino Oscars to grow a bit slower than reds and tigers.
I also noticed that they often stay a bit smaller.
Never saw a true albino in real life, over here there considered very rare.
Yours seems to have no colour except white and has the red eyes, so I would say it's an albino alright, but I'm willing to be corrected.
But I suppose you mean he grows slower than the other white ones?
It may be just the competition for the food.
Sometimes adding livefoods to the diet like mealworms or earthworms may help to gain some extra weight to your fish, compared to only feeding pellets.
What do you feed them?
Does he have a healthy appetite?
If he has, than i wouldn't worry to much.
