I have no clue at the moment what ws3 is? But since you said the water parameters are fine still, I reckon it shouldn't be anything that messed with your filter bacteria.

Have seen milky or cloudy eyes quite a few times, but mostly as a result of poor water quality or on generally weakened/sick fish, so I have no real idea here, sorry. Has the Oscar been effected badly by the ich?

Cloudy eyes is usually a bacteria infection. White spot treatments usually have a treatment in them for things like skin infections(these can be secondary to white spot) however this wont help bacterial infections. If i was you i would stop treating for white spot, up the tempo to 30c(this will get rid of any white spot left), put fresh carbon in your filter for a day to remove the white spot treatment and treat with an anti-bacterial treatment like myxazin

Have you been using a water conditioner when doing water changes? Cloudy eyes can be caused by excess chlorine in the water. I concur with what has already been said, poor water conditions/stress can cause cloudy eyes.

A poor diet with lack of vitamin A is also a cause of cloudy eyes. What kind of food have you been feeding?

Forgot to say that after the carbon has been in the filter for a day remove it before adding any new medication
