Not quite following here.. if water is being drawn it, and flowing back out, you cant be bypassing anything. The basket should be flush with the bottom of its compartment, 1 thick sponge on top and media on top of that.

I don't know if you can see it in the picture, but the water on the left is pretty much level with the water in the right compartment. There's some gunk on the sponge so I know water is passing up through it, but some water is still just bypassing the sponge and flowing straight back in.

Try putting a weight on the sponge and media on the right, the sponge is floating up and creating the bypass.

Usually happens to mine when its gunked up water isnt flowing through the media efficiently or when i put too much filter floss
