I would like to keep it out of Herbies tank. I bought a titanium one so he couldn't break it just in case. Can I lay it down inside my wet/dry filter?
People call me Donnie. I've got one Tiger O in a 55USG.

Does it say that it's submersible? If so it shouldn't matter if it's put in vertically or horizontally. I would think that you can put it in the wet dry. I know that people put their heaters in their sumps. i know heaters look tacky in a tank but i wouldn't worry about him breaking it that's for sure!

if its iside the filter it shouldnt be a problem i spose, although if you lay a heater down inside the tank you run the risk of the tnk not heating evenly, or so the LFS owner has told me

if the heater is submersible it will make no difference how it is orientated. verticle horizontal it wont matter in the least. however it must be submersible if you are going to submerge it or youll risk harming your fish.
as for putting it in the sump just make sure that it is alway in the water and remember that the evaporation will reduce the water in the sump and not the tank.
Warning..I will offend you at some point!!!

if you used ti install it inside the tank submerge, then there
would be no issue whether horizontal or vertical position. installing
it inside the canister would not make any difference.

raised what??? two heater??? or two oscar?????
for two heater, you should distribute the location in a way that
they would give heat evenly in the tank. some people install them
at the discharge point so that hot water will be spread out right
away upon discharge.
