Okay, the filter in question is really manufactured for small community tanks. That said, it would be enough for your tank but it would struggle with a fully grown oscar. Because oscars are so incredibly messy and it really is a good idea to over filterate your aquarium.
Okay, now to your question. I wouldn't bother with carbon, it really isn't necessary. Whether or not it causes hole in the head disease is very debatable. You'd be much better off utilising the space for biological media.
