Okay, I got a cheap 10 gal tank on Craigslist today for $20 (it came with a filter and some other stuff.) Anyway, I put a couple feeder fish in it; that's what I want to use it for. I want it as a feeder fish quarantine tank.
Anyway, do feeder fish need alot of oxygenation? The tank didn't come with an air pump or bubble wall and the filter is not moving the top of the water much. There isn't alot of oxygen going into the water, I don't think. So do I need to go buy a small air pump and bubble wall or will they be fine in the tank without it?

All fish need oxygen. Lack of oxygen will stress fish. If I was you, I would get yourself a small air pump if your filter is not creating enough surface agitation.
