i have no experience on white worms. what i have
are small red worms (10mm long) in the substrate that
are being picked by my angel fish whenever they come out of
the sand. they also thrive inside the filter media.

Not sure what the white ones are but Paul's red ones are probably mosquito larva... I think?

sounds like planeria to me. these little worms are not harmful to your fish and are generally caused by overfeeding. i found that the only way to get rid of them is to reduce the feeding or leftover food in the tank and wipe them off the glass.eventually they will go away.
Warning..I will offend you at some point!!!

i was able to observed the red worm in my tank.
they roll themselves with slimy materials in the
substrate and later on became a thin body flying
insects that look like mosquitoes. i can see their
transformation through my transparent DIY filtering
box.

Is the cycle fast?? a day or 2?? I think your fish will eat them if they see them but may be too small. clown loach will have a great time with them.)))

I would cut down on feeding, try to reduce light from windows if its strong. i dont think they will harm the fish as said already.
