you can do with 1 bubbler, also mechanical filtration = for the visible stuff like poo and leftover food.
then you have biological filtration aka sintered glass, bioballs and ceramic noodles.
the thing you want to stay away from is chemical filtration being activated charcoal.
stuff one HOB with biomaterial and a prefilter sponge and the other HOB purely with sponge and filter floss

Why is the activated charcoal bad? My emperor 400 wants me to use it

Where should I place that one bubbler? Or does it not matter?

Charcoal in filters serves a specific purpose. Short term use for removing meds. Beyond that it becomes a health hazard, will leech toxins back into the tank. Prolonged use is also thought to be a contributing factor in hole in the head for Oscars. Now.. you have yet to acknowledge or address the overstock situation in your tank. This is square 1 for you. All the filtration in the world becomes moot and wont help you if you continue running an overstocked, uncycled system.

There are only two oscars in the tank. Besides the sucker fish.

So, two Oscars and what I'm guessing is probably a common Plecostomus in a 65 gallon tank? That is overstocked. Oscars and Plecos get over 12", and are very messy.

If you want an Oscar, my advice to you is to get rid of one of your Oscars and the "sucker fish". One Oscar should be your entire stock in a 65 gallon tank. In other words, one Oscar only, no other fish.

I refer to your introduction thread, which was locked after much repetitive advice. To repeat.. your tank is barely of size for 1 Oscar alone. You dont have enough volume or area for 2 Oscars and a "sucker fish". A plecostamus of some sort I am assuming.

just to give you a small idea of the size of one of those adult suckerfish:

imagine the waste it produces to be equal to that of a small dog, only looking like spaghetti and being everywhere in your tank...
add 2 oscars who can also poop like a chihuahua and your tank will need all the filtration you can get. as already stated this amount of fish will not be able to thrive in a tank under 150 gallons or 500-600 liters.
