my sister-n-law told me that I need to put a tbls of salt in my Oscar's water,is this true??

Nope, no need for salt (in my humble opinion) other people may disagree. Salt can certainly help in some circumstances, such as if the fish has got a wound, or some other ailments. However, in my experience, you just don't need it. Keep your water in good condition, that means regular water changes. Oscars will get cuts and abrasions at times but as long as you keep to a good tank maintenance regime, they will heal up okay. I have never used salt in my tank, and I never will do.
