it is not normal for any fish to gasp like this. You are absolutely certain that the water conditions are good? Look at where the water comes back into the tank from the filter, is it creating plenty of surface agitation? Also, have you got an air stone that you can put in the tank?

thats bad, you probably dont have enough oxygen in the water, or maybe the O is having trouble taking in oxygen (damage gills?)
although i would hate to see fish fight, my oscar would kick your oscars ass!

If your are sure water conditions are fine, then must be something wrong with the fish itself, check for obvious damage to gills etc, however may be parasites/ flukes inside gills which are difficult to detect (pre-mortom anyways)
New to the whole Oscars thing..
Setup:
4' x 2' x 2' Tank with 100L Sump filtration

X2. any chance you can move to another tank(hospital tank)if its in another tank with good water you can rule out tank water and may stop other fish catching anything it may have. if its gill damage moving it may kill it as the extra stress may be to much. so think it over first.
