1. How will i know when they are ready to breed?

2. Is it safe to feed them Wax Worms?

3. Is it safe to leave a dead fish in the aquarium if the JD are eating it?

4. How can i tell if my JD's are healthy?

sorry mate, not familiar with JD.
but regarding the dead fish, i would suggest you removed it.
it will cause more bioloads in your tank.

It depends in the size of the fish. If its a small fish that can be eaten easily then its ok the leave it. If it is a large fish that wont be eaten quickly then remove it or it could foul the water
I can't get no sleep
