My girlfriend just got a new spotted puffer yesterday and man that thing is meaner than a gut shot grizzly! We had it in with some guppies but that didnt last long at all. The puffer would just stalk the guppies and then nip their tale. We had to take the guppies out and put them in with a male betta that we have.

if what you have is a thorny spotted puffer, be careful,
i believe there is a poison in the thorn and fins.

I realize that they are brackish but i have read that they can live fine in freshwater. What do you think about this?

When young, sure. But as they mature the salt level must gradually raised.
