The male sexual organ looks like a little spike. However, I wouldn't expect it to be out all the time. Have another look underneath the Oscar. On some Oscars, part of the tailfin looks like a little spike, make sure you're not confusing this with male sexual organ.

I've had this myself. Sometimes you look at the fish and you think the spike is out, in fact it's just part of the fin.

I have looked again, and the spike is not part of the tailfin, it is definately a sexual organ. It is white, and protrudes the end is open, and rounded. I have paired him up with my small oscar(they are the same age, it is just smaller), and they seem to be acting like a pair, doing the rock cleaning, wagging their bodies, and even fioghting a little bit. I am submitting a photo of the two of them, in my 90 gallon, but have not yet been able to get a pic. of the little spike. Still working on that. These fish are not very photogenic.Photo size was too big, so I will put it in the gallery.

As Penn says it sounds like you have a male there, if you can get a pic that would be great. Perhaps you have 3 other females in the tank that might explain why his ovipositor is always protruding
