Welcome to oscarfishlover, I wish it was under better circumstances.

Okay, before we can make some suggestions as to what could be wrong, we need to gather some information from you.

You need to check your water

Ammonia

Nitrites

Nitrate

PH

Now can you tell us how big your tank is, and what sort of filtration you are using?

How often do you carry out water changes, and have you been cleaning your filtration?

When we know this information, it might be easier pinpoint what could be wrong.

Finally, a photograph of the fish would be very helpful

What a sad sad sight. Is he Oscar doing anything apart from lying on its side? Going just by the photograph, it looks as though the Oscar is on its last legs, so to speak. Anything that just lays there is obviously very unwell indeed. The fact that all your other fish are behaving in the way they are could mean they have some kind of skin problem, whether this is bacteria, or parasitic. Are there any signs of white dots on the fish?

Okay, we need those water readings quickly. I have to say that your Oscar looks in a very bad way and I am rather doubtful whether we will be able to save it in time. But we will try

The way I look at it, maybe your oscar is a victim of toxin suffocation. Kindly observe your plec, if it used to stay on the top level of the water, this will show that you have low oxygen level. Other fish should also be gasping their breath although swimming regularly.

sorry to be a pain but can you post the results of your water test so we can have a better idea. what one person calls "OK" maybe awful to someone else if you see what i mean. Please go back to OFLs post and give all info he has asked for. this way you will get the very best help.

when you say a slightly high ammonia reading what exactly is it? any ammonia is too high. you should have a 0 ammonia and a 0 nitrite reading at all times. if you can post the actual readings of your water like ofl and marcus asked for we can better help in figuring out what may be wrong in your tank
Warning..I will offend you at some point!!!
