I did a water test;

pH: 7
No2: 0
No3: 200
GH: 180
KH: 40

Is that Nitrate level too high?

Yes the nitrate should be less than 20 ppm. With a high nitrate, chances are the amount of totally dissolved solids is much higher, and makes it harder for him to excrete waste and "breathe". I would start to do 25 % water changes every day for 1 week, and then the second week, do 50% water changes for 7 days. See what your nitrate levels are every day after a water change. After 2 weeks of doing this, do enough of a water change to bring it down to 10 ppm. If the nitrate is 20 ppm, do a 50 % water change.

What is the nitrate reading of your tap water?

are you testing with test strips? if so you should get yourself liquid test kit because the test strips are notoriously inaccurate most seem to use a api master test kit
