I recently switched my O to a new tank.
He's 5"
He is currently in a 29g tank (i am saving up for a bigger one)
i have a quiet flow 30 aqueon filter
he has no tank mates, just a plant.

a few days ago one of his eyes looked cloudy around the bottom, almost like there was a white film on it. As the days have gone on, the cloudiness covered the whole eye. Now the eye is completely white and looks like the skin(or whatever) on top of it is bubbling or wrinkling. There is also a redish-black dot in the middle of his eye. Now today i noticed that his other eye is starting to become cloudy around the bottom and I'm getting very worried.

I switched him into this new tank about a week ago. I let it run for a day and a half before i switched him out of a 10g. Once moved into the new tank he just sat on the bottom and wouldn't eat for 2 days. I bought him a few feeders because it usually seems to cheer him up when he's not being too active. He ate the feeders but he still hasn't been eating his Staple food, but every now and then he'll eat a little bit of blood worms or plankton.

My room mate works at a pet store and took a water sample in to test it, she said it was all "fine", however she did not tell me what the results were.

Now my O has been on the bottom of the back corner of the tank for most of the day. every now and then he swims around. He's not laying on his side... He more or less looks down, like puts his nose in the gravel.

I'm really concerned. I've had him for a year, since he was a baby, and I love him very much.

What could be wrong? What can i do to help him?

Ok first of all, 29 gallons in no where near big enough for your Oscar... He needs at least a 55 gallon with a filter system set up for a 165 gallon tank. We also will need to know exactly what your water peramitors are. "Fine" tells us nothing. Was the new tank completely cycled before you put him in? Did you use the filter off of your old tank or a new one?

The first step would be to do a 50% water change immediately. And someone with experience with this eye problem will be along soon with more info.

By the way at a year old your oscar should be 10-12 inches long. He isn't due to being stunted by too small of a tank.

well he was a rescue and i really dont have much money t all. i dont know anyone who will take him and I've been doing what i can with what i have for him. I'm going to get him a bigger tank as soon as i can...

the filter, heater, and everything in his tank is new.

Then your tank is not cycled and there for toxic to your fish.

k sound to me like your oscar could be suffering from ammonia poisoning. i would recommned a water change of 50% every second day until you properly cycle the filter. cycling the filter will take about a month to do so you will be doing lots of water changes until then. remember to use a declorinator when you do your water changes.
as nicki pointed out a 29 gallon tank is way to small for an oscar you will need a MINIMUM of 55 gallons for him and no tankmates. also you will need filtration for a tank rated at 110 gallons.
the next thing you should do is invest in a water test kit. they are available at all pet supply stores and you should get one with a liquid reagent. they ususally cost about $25-30 or so. get some actual water readings asap and post them so we can futher help you with this problem.

the fish was in a dirty bucket and not fed for like 2 weeks and my uncle just wanted to flush him... I cared to much to let him die.

Ok we are glad that cared enough to save him but now you have to do right by him. And if you can't do that (finances or whatever) then you need to find someone who can.
