hi there,a photograph would be very helpful, pretty difficult to advise without seeing what we are dealing with.
now what we always ask for, what are your water conditions?
Carry out some extra tank maintenance and make sure the water is in very good condition. If it looks like cotton wool then it's probably some kind of fungal infection. A fungal remedy might help sort that out. Problem is, fungus often forms on wounds. It could well be that William has got infected but it really is very difficult to say.

i concur with the Boss! difficult to give advise without visual
aid. but one is for sure, blurred eyes and crater wounds is a
sign of bad water condition. there must be something you did
recently which you usually do not.
pristine water and varied foods is the first defense against any
fish illnesses.

octozin will make your fish/es refuse food for a while.
that is why we use to suggest keeping the water in tip
top condition prior to medication so that fish/es had to
take food first. there are times that untimely medication
make the fish/es suffer more before healing.
if i may ask, how big is your oscar? i have a two years old
oscar measuring 14 inches more or less and a 4 months old oscar
measuring 8 inches+/-.

with pristine water and varied foods, that fungi will be gone
in a few days from now (3 to 4 days).
have you applied some pure salt? i haven't had any fungi with
my oscar but i did help a friend treating his fish and we did
it the other way. i used hospital tank, import some water and
filter pump from the existing tank, diluted with fresh water,
add methylene blue, raise the temp to 29 deg C, add pure salt
at 1tbs/10gal, operate an air pump to augment oxygen dissolve,
and leave it there overnight. the following day, put the oscar
back to his normal tank and in 3 days, the fungi had cleared.
