I just recently noticed one side of my Oscar's gill aren't moving! Is this permanent? Or is there a way for my Oscar to heal from this?! Please help!

What do you mean not moving, I can only speculate without a better description. What are your water parameters?

how fishes breath through their gills, my oscar is only breathing through one side, and there's no movement on the other gill.

Gill flukes are a possibility.

Also can you test for ammona, nitrite and nitrate
