you need to test your water ASAP. most eye infections and cloudy eye are due to poor water. I would take some water to test and then do a 30% water change. can you give us some more info about tank size fish stock and maintenance you do. but most important is that water test result.

changing all the water may knock your filter bacteria out?
you need to test for

ammonia
nitrites
nitrates
PH.

tank size?
filter?
how long has it been running?
was it cycled before putting fish in?

your tank isn't going to be anywhere near big enough for a oscar. its going to last you a few wks at most. your filter isn't going to cope as I assume that to will be for a 25g tank. running the tank a wk means it won't be cycled. the cycle process takes 6wks. your set up just isn't right for the type of fish you have chosen.

please read through the home page set up by OFL. it will give you more information concerning the type of filter needed and tank size for a oscar fish. also read about the cycle process for a new tank. if you have just bought your fish I would return it, and ask for advice at the store about a more suitable fish for your tank.

blurry eyes are normally cause by poor water condition. with bad water, fishes
tries to scape the tank and hit the glass hard when darting...thus, making their
eyes blurry...only few people observe that... then there is a case of ammonia
burn that blurred the eyes too... both cases are poor water related issues

since marcus give you the insight, i could not add any more....
