I think My Albino has fin rot how do I treat it

If it is fin rot then you need to use a medication that treat this condition. What are your water conditions?

I bought some melafix made by API it says its a natural antibacterial fish rememdy it says to remove carbon if possible but its not without tearing open the filters what do I do remove the filters all together

NO, DO NOT REMOVE YOUR FILTERS. Never turn your filters for any longer than you need to or your bacteria will start dying of. When you medicate your tank you need to remove the carbon because it will actually remove the medication from the water. Having said this, I wouldn't keep carbon in my filters anyway, it is not necessary on a permanent basis.

Melafix is probably not quite the right medication to use for fin rot. I think I would be more inclined to use something like Myxazin. Anyway, have a look at what your fish store has got in stock, they should have something that will help.

If you can let us have some photos so we can see what you are talking about. Some people confuse fin rot with just a normal wear and tear on the fins. It is not uncommon for Oscars to damage their fins, remember that the filaments are very fine and can get torn quite easily.

I'm out of my Test strips but I have drop test kits for PH and amonia and My PH is 7.6 Amonia is .5

i'v been doing some research online and it says stress alone can cause alot of stuff one thing I do know is my O I just lost was acting eraticly and his fins were ruff looking then the next day he was dead and If I loose another fish I"m probably going to take my fish to the LPS and shut down my tank

I did set my other 60 gallon up today and filled it with water but I did not add my filter system because I wanted to let the Chlorine evaporate away If I add the water conditioner to it tonight would it be ok to put my little sick O in that tank because water conditions are perfect and yes I now tank will not be cycled but will it be ok for a week to let him heal or should I just leave him where he's at

Do not put your sick Oscar in the uncycled tank... You are going to have to find a way to remove the carbon without removing the filter pad.

Most of the cartridges can be cut open to remove the carbon but leave the fiber intact
I have no idea why the water bill is so high

can you re-test water and post new result?

can you post a picture please! most lutino or light color fish
develops a cottony fin tip when growing up which people normally
mistaken for fin rot. fin rot normally eat up the tip and fins
become shattered or bony, not cottony.

Its easier to record a video then to take pics Its a little blurry at times but its hard to get up close with my Kodak camera
