I am surprised that the fish shop let the fish go with a cloudy eye. With the benefit of hindsight, you should have either got them to give you another fish, or ask them to treat the fish for you, or give you medication for it.
Since it has been three months and the condition doesn't seem to have improved, there is obviously some underlying problem causing this. There are various factors that can cause fish to develop cloudy eyes. This can be poor water conditions, trauma, parasitic and bacterial infections. I would suggest that you treat the tank with a broad based antibacterial medication. Also have a very close look at the I and see if you can see anything out of place. Sometimes parasites are visible to the naked eye. There is of course the possibility that the it has been damaged irreparably. In this case, your Oscars should learn to cope with only one good eye.
