If I do have a bacteria bloom, is there something I should do about it?
Would I possibly be better off totally draining the tank, removing the charcoal, refilling it again and starting with some fish in?
And just putting in the chlorine eliminator [or perhaps leave out the eliminator and let it purify on its own?] and also add the bio-booster?

pH 7 is the neutral level. oscar can thrive between 6 and 8, provided that it is not erratic; meaning pH 6 today should not be abruptly pH 8 tomorrow. erratic level will be traumatic to any oscar and will eventually compromise their health.
