It's not uncommon for nitrite to be found in tap water. Basically it's caused by bacteria in polluted pipelines. There's not really much you can do about it, however if you got healthy biological filter, you shouldn't have too much problem. People often find ammonia present in tap water as well.

A solution to your problem is to do small daily water changes instead of a bigger one once or twice a week. This way the bacteria in your filter will build up to cope with the extra nitrites. Granted this is a hassle but it is a solution

ok so what if my bio filter is not as strong as one whould hope and my tank has only just cycled????? now no matter what i do nitrite is always at least .25ppm
apart from that ammo is always zero and nitrate hovers at around 10ppm.
WTF??????

you can try bottle water but that will get pricy. i think your best solution is what delboy stated lots of small water changes until the bacteria has a chance to multiply and cope with the extra nitrites.
Warning..I will offend you at some point!!!
