actually , regular water change to keep the nitrate below 20ppm will help prevent getting HITH!
once your fish got HITH, yes, regular frequent water change will help cure HITH.
HITH takes time to develop, and will take time to heal too..

Depending on severity of hith, there may be left over, permanent scarring. Also, once Oscar contracts hith, the chances of recurrence are far greater than in a fish thats never had it. Keeping water as clean as possible from the start is the best way to avoid a host of possible problems.
