A week and a half is not near long enough to cycle a tank from scratch. If you are using an already established filter or some bio media from one, you may be ready, BUT if the tank has been running this long with no fish in or no ammonia source at all, you have basically gotten nowhere. Using old, or dirty water does nothing to aid the cycling process. Please provide a better explanation of what you have been doing, and how you have determined a 0 nitrite and some nitrate reading.... ie what did you use to test the water?

Dirty fish water cannot cycle a filter, what type of filter do you have? Where is your Oscar at the moment? What are you testing your nitrate with? A cycle can take upwards of 8 weeks but it needs a constant ammonia source either fishless or fish in are the two common methods. Dirty fish water will not give you the ammonia source you require, I am not sure how you can have a nitrate reading after one week. If we can get a few answers I am sure we can help.

Dave looks like we posted at the same time, I think generally we are asking the same thing.

All good advice and correct so far. @ Ernie, I suspect the nitrate reading is from the nitrates that were already present in the dirty fish water he added. @ the OP, read up on and get yourself familiar with the nitrogen cycle of a tank. It is what keeping an aquarium is all about. Get so you fully understand it, it will make your hobby that much easier.

Go do a water change - the solution to pollution is dilution.

The article on how to cycle a fish tank has been written so it's easy to understand the process of how a fish tank cycles. Can I suggest you read it thoroughly, it should help you understand exactly what goes on show in the cycling of a fish tank and what you need to do yourself.
