apparently cloudy water can be caused by either an algae bloom, or impurities in the water. like food waste from what they arent eating. if your gravel is new and hasnt been cleaned properly that could also cause the water to get REALLY dirty. like when it gets moved around and you see alot of dirt and poo float out. there are also some chemicals out there that will get rid of cloudy water in a few hours. just go to your LFS and pick some up for like 8 bucks.
i dont know if this will help at all, but its what i would think the issue could be.

having your nitrates at 0 isn't good... do you mean low nitrates and 0 ammonia and nitrites?

I wouldn't use chemicals in my tank because it may interfere with the biological filter. :(
