I just did a 50% water change and it kicked up some of the sand so it's kind of foggy now. I also moved most of the fish to different aquariums. I don't have any conditioners left but I can get so e tomorrow.

Very nice ! If you can get this all cleaned up and set up your Oscar will love it. I honestly dont know much about sumps , but if you can try to get a few close up pics some of the people that do run them would be more than happy to help you get it straightened out.

Since you will be going for water conditioner soon , here is what would be great if you could get it...

www.amazon.com/API-Freshwater-Master-Test-Kit/dp/B000255NCI/...id=1366572880&sr=1-1&keywords=api+freshwater+master+test+kit

www.amazon.com/Seachem-436-Prime-250ml/dp/B0002568S6/ref=sr_...upplies&ie=UTF8&qid=1366572904&sr=1-2&keywords=seachem+prime
or Seachem Safe , which is the powder version of Prime and a little cheaper in the long run...

you are on the right track already. Now the test kit is a bit pricey at PetSmart or PetCo unless its on sale. ( Around $ 32 ) . So in all honesty , if you are willing to put in the work of doing those water changes I would save me some money and order it from Amazon , even if it may take a couple more days to get it. If you spend $ 25 you can free shipping. So you could add a bottle of Prime or Safe to reach the $ 25 since the test kit is only $ 18 on Amazon and still come out cheaper.

so I got the kit and I have been doing 10% daily water changes and all the tests are giving me 0 for nitrites, nitrates and ammonia :D I traded some of the fish in there with someone whose Oscar was getting beat up in his tank, and he seems very happy in his new home.

he hates water changes though and sulks for a few minutes after each one.

Something is wrong. If your filter is working you cannot have zero nitrates. Nitrates can only be removed by changing water. It is the by product of breaking down the ammonia and nitrite.
